Ebonyi state government said it has budgeted three billion naira for the
rehabilitation of natives of the state who are hawking in major cities
across the country.
The Commissioner for Information and state Orientation, Senator Emmanuel
Onwe disclosed this to newsmen after the State Executive Council
meeting held Tuesday.
Senator Onwe said the Special Adviser to governor on Lagos Liaison
office, Mrs Jacinta Nworie is to immediately be redeployed and be
reassigned to the department of Talent Development which will be created
under the office of the Secretary to the government.
The state spokesman said the first assignment of Mrs Nworie would be to
conduct census of Ebonyians who are hawking in major cities like Lagos,
Anambra, Portharcourt and Aba, and else where in the country.
"Once that comprehensive census is taken, it is the resolution of the
state Executive Council to make a budget of three Billion naira (N3bn)
to begin the rehabilitation of all indigense of the state who engage in
disgraceful and humiliating activities of hawking on the highways", he
added.
He noted that the development of talents would be made a matter of
priority by the department of Talent Development in the state saying
"there are talent of our young people which could be developed other than these people
(hawkers) who will be deployed to the area of agriculture".
He said the state government has also terminated the contract awarded
for the provision of electricity in the second annex of the Federal
Teaching Hospital Abakaliki, (FETHA 2)
According to Onwe, the contract which is about 29 million naira is
terminated for non speedy completion and failure of the contractor to honor the terms of the contract.
He said the commissioner for Power has been given one week to take over
the contract, complete and present it for commissioning by Governor
David Umahi.
The Information Commissioner also disclosed that members of the State
Executive Council, government functonaries and civil servants have been
banned from attending any event, programme and occasions fixed for
fridays on ground that fridays are working days.
He said "it was also the resolution of Exco that any event, occasion and
programme fixed on Fridays must not be attended by members of Exco,
government functionaries or any civil servant because fridays as we know
are working days.
"Anybody who wishes to hold weddings, funeral,and any other kind of
event should fix that on weekends because government functionaries and
civil servants have been banned from attending such functions".
In respect of those lobbying for the positions of permanent secretaries,
the state government resolved that they should desist from that because
the government is not in a hurry to appoint new permanent secretaries,
according to the commissioner for Information.
He said the Governor is not minded at this time to replace the permanent secretaries who were retired.
"Therefore, those who are embarking on aggressive lobbying to desist
from that and give some measures of peace and respite to the governor
and the deputy and other government functionaries especially the members
of Exco who have been subjected to barrage of requests and lobbying",
he added.
He further disclosed that as a contributory measure to avert the theft
of electricity cable in the state, the burning of cables and tyres of
any kind has been banned completely and more so, the use of burnt cables or tyres has equally been banned with immediate effect.
"Any one engaging in a legitimate selling of cables should first get a
clearance from the Commissioner for power before such sales;otherwise,
he will be arrested and prosecuted", he said.
